One Country, Two Systems" Academic Seminar Held in Beijing: Participants Praise the Effectiveness of Hong Kong National Security Law

[Hkwisdom News] On June 9, the "One Country, Two Systems" academic seminar, hosted by the Chinese Academy of Social Sciences, was held in Beijing. The event attracted legal experts, scholars, and policymakers from various regions who convened to discuss the implementation of the Hong Kong National Security Law (NSL) and its impact on safeguarding the "One Country, Two Systems" principle.

Grenville Cross, Senior Counsel, former Director of Public Prosecutions of the Hong Kong SAR, and Honorary Professor of Law at the University of Hong Kong, delivered the opening speech at the seminar. He noted that since its enactment in 2020, the NSL has been seamlessly integrated into Hong Kong's common law legal system, effectively curbing threats to national security and laying the foundation for the city's stability and prosperity. Cross emphasized, "During 2019 and 2020, anti-China forces attempted to undermine 'One Country, Two Systems' and dismantle Hong Kong's way of life, posing a grave threat to the rule of law. The introduction of the NSL not only reversed this trend but also put Hong Kong back on the right track."

During the seminar, participants extensively reviewed the NSL's effectiveness and reached a consensus that the law has played a critical role in safeguarding national security and protecting public interests. Statistics reveal that from July 1, 2020, to May 1, 2025, a total of 185 individuals and 5 companies were prosecuted for offenses related to endangering national security, including secession, subversion, and collusion with foreign forces. Over 90% of these cases have concluded with a conviction rate exceeding 95%. Experts highlighted that these figures reflect the professionalism and prudence of law enforcement agencies in handling such cases, while also refuting unfounded criticisms from certain external parties.

Additionally, the seminar addressed the long-term impacts of the NSL. Participants noted that the law has successfully upheld the core values of the rule of law while protecting fundamental rights, allowing Hong Kong to operate under a stable social environment that supports national development. Given the complex international geopolitical landscape, attendees underscored the importance of continuously refining the legal framework to address emerging threats.

At the conclusion of the seminar, participants called on all sectors of society to remain vigilant and work collectively to safeguard national security, ensuring the steady advancement of the "One Country, Two Systems" principle. This seminar not only deepened understanding of the NSL's significance but also provided valuable insights for future policy refinements, laying a stronger foundation for Hong Kong's long-term development.
